Constable Bihari Lal was serving with the Central Reserve Police Force under the DIG (Ops) Srinagar when he made the supreme sacrifice on 2 October 1990.

On that day, a party of the DIG (Ops) Srinagar was deployed in a crowded area of Srinagar. Constable Bihari Lal was part of the party along with Barber Satish Kumar.

The personnel came under a sudden terrorist attack while operating in the crowded area. Both Bihari Lal and Satish Kumar sustained injuries during the attack.

Despite their injuries, the personnel attempted to respond to the attack. The presence of civilians around them made it difficult to open fire without endangering those nearby.

Constable Bihari Lal's injuries proved fatal. He succumbed to his injuries later the same day and made the supreme sacrifice in the line of duty.

Barber Satish Kumar also sustained injuries in the attack. The incident became another painful chapter in the early years of the CRPF's service in Jammu and Kashmir.

Born on 10 April 1959, Constable Bihari Lal served the nation at a time when CRPF personnel deployed in Srinagar faced grave risks while carrying out their duties.

Constable Bihari Lal's sacrifice stands as a reminder of the courage and sense of duty displayed by CRPF personnel while protecting lives and maintaining security in Jammu and Kashmir.
