Second-in-Command R. S. Kuhar served with the 2nd Battalion of the Central Reserve Police Force, which was deployed in Srinagar district of Jammu & Kashmir for counter-insurgency operations.
On 8 October 1990, an operation was planned to flush out militants from the Idgah area in Srinagar. While travelling in a vehicle towards Kodwara, the party came under attack.
Three to four grenades were hurled at the vehicle, followed by indiscriminate firing. R. S. Kuhar suffered splinter injuries on his forehead but continued to return fire with his pistol.
When he saw that his driver was injured in the militant firing, he disregarded his own safety, shifted his position and fired towards the direction from which the attack had come.
R. S. Kuhar received a volley of bullets to the head and made the supreme sacrifice on 8 October 1990. He was posthumously awarded the President's Police Medal for Gallantry for his courage and devotion to duty.
